Of the seats in a government medical college, 85% are reserved for candidates of that state and 15% go to the All India Quota. The state quota is filled by the state's own counselling authority, using the same NEET score but a separate merit list, separate rounds and separate cutoffs.

Each state sets its own rule, and it usually turns on where you studied rather than where you were born. Most states ask for several continuous years of schooling within the state. Because the rule differs everywhere, check your own state's prospectus — it is the single thing that decides whether you can compete for the 85%.

Yes. All India Quota counselling is run by the MCC, and state counselling is run by your state's authority — a separate registration, a separate fee and a separate choice-filling window. Missing the state registration does not affect your AIQ result, and missing AIQ does not affect your state one.

State counselling uses different merit lists and different cutoffs, so applying AIQ data to it would produce a confident-looking answer that is simply wrong. That depends on demand, which is what the vote on this page measures. A state with a large, clear response gets built sooner. We do not promise to build any particular state — the data has to exist and be reliable first — but nothing gets built without the demand being there.
