One list is not enough.
Cutoffs loosen as seats are taken. Measured on 2025 results, the same seat closes at a rank 37% worse by round 2 and 55% worse by round 3 — in 99% of cases. A college out of reach in round 1 is often reachable later, which is why you get a separate list for every round instead of one you file and forget.
